What is the Proctor Neighborhood Planning Project?
The City has developed a pilot Neighborhood Planning Program (NPP) to provide enhanced planning and development support to help communities create strong, vibrant, and diverse neighborhoods.
The City Council identified the Proctor Neighborhood as a priority for the pilot year of the Neighborhood Planning Program.

The Proctor NPP will focus on:
- Managing change and growth
- Traffic safety and parking
- Creating a healthy and sustainable neighborhood
- Community engagement for the adaptive reuse of the Cushman & Adams Substations
For the purpose this plan, the City defines “neighborhood” as the Mixed-Use Center and the surrounding residential neighborhood. These boundaries may be adjusted during the planning process, but it is important to include public amenities (such as parks and schools) that service the core neighborhood.

Neighborhood stakeholders, engage with this important planning process. The tour of Proctor was excellent. Future communications to keep you updated by the steering committee, working closely with a consultant team, who will determine the goals of the plan and assist with creating a roadmap for implementation.
Ways to get involved include:
- Volunteering to assist with surveys, leading outreach, hosting an event, or helping build connections with community members who prefer Spanish, Russian, Khmer, Vietnamese, Korean, Tagalog, ASL or other languages.
